I am using PE 11 & 12. I have a image and successfully added text above the image and with using the warp text tool with the arc option the text bends downward. Now I would like to do the reverse. Add text below the image and have the text bend upwards. Any suggestions on how to accomplish this?

Hello & welcome to PE&M.
All you need to do is to change the 'Bend' percentage, so if it was 50% on the top text, change it to -50% and the curve will go in exactly the opposite direction.

Plus, the options are even more variable. Explore the various arcs available. You can bend text in many ways.

I am not sure this will be appropriate for your project but you may want to check the feature which Adobe introduced back in Elements 10 -- the ability to create a custom path and type the text to follow this path. You could create an arc path and then type your text.
