Unfortunately I missed the course which specifically targetted PSE when it was free (being a bit of a cheapskate!)
However, today I noticed that there is another Free Offer: Here
It is rather specific and uses Photoshop CC or not older than CS3.
Question: will it be of any value to me a PSE 2019 user, in helping me to master any of the tools and techniques?
I have whilst browsing found the PET back issues link posted by Tpgettys and will be reading many of those too, thanks!

Being it's for free, why not just try it and see. Some of the reviews comment on how basic the beginning is so you might find that helpful. Often things that are done in the full photoshop are done similarly in PE. I took a look at the course and think you might find these particular lessons helpful.....minus the Lightroom.  |

Thanks hmca, I had "signed up" for the course since as you say it's free! 
I haven't yet had time to check out the content, just hope its information will also be relevant to PSE
Sorry for the delay in reply, I didn't get any email notification.
Not sure why they had stopped but I've changed the preferences now so should get them in future.

No problem, hexeta. You can reply whenever works for you. Let us know your thoughts on the course after you have watched some of the lessons. Also if you run into something that you might like to try there but isn't available in PE there could be a workaround that
you could do in PE to achieve the same effect.

Adobe offers a very detailed PDF manual for PSE 2019. 396 pages!!! They also offer an online User Guide. You can find the link to them and to other resources for this version in Photoshop Elements 2019 -- Resources.
