Michel, thanks! Very useful resource! I was wondering if these changes would spill over to my perpetual-license apps -- PS CS5, PS CS6, Lightroom 6 -- purchased directly from Adobe. I found the answer in that document.

I found the answer in that document. There are already a lot of comments on various forums, so, it's important to get good info. I think that Prodesigntools has the best semi-official summary. Of course, you can already find interesting comments and hypothesis in the Adobe feedback forum like:
You can't expect Adobe to say anything official about a legal dispute, but the recent change may be negligible or perhaps dramatic depending on the users situation. Theoritecally, neither perpetual softwares versions like Elements, nor users of the two last CC subcription are concerned while users of older non authorized CC versions for hardare compatibility (such as a lot of photography schools who can't afford new computers) will be impacted. However the decision to limit the availibility to the two more recent versions will bring collateral damage in making the download of older perpertual versions more complicated. Those who have bought Elements as downloads from Adobe directly will be able to find download links in their own accounts.

I checked my Adobe account; the interface looks different. The download links to my perpetual-licence apps -- PS CS5, PS CS6 and Lightroom 6 -- are still there.

Thank you Sepiana and Michelb for informing us on this topic.
Life is too complicated and Adobe bears a great deal of responsibility for this. At the moment, I do not need to upgrade nor reinstall (hopefully) my dully registered Adobe products (Elements 14, Premiere 14 and LR 6.14).
Based on the principle according to which what we don’t see don’t exist, I’ll just keep my eyes closed, at least until I must reinstall or upgrade one of my products. In the meantime, it does not make it very appealing to subscribe to cloud services or applications with Adobe.
No questions here. Just venting.

This discussion deals with the "how to" solutions to comply with the new Adobe decision. The question of "why" is not answered, and you'll never get an answer from Adobe or the "third party". The most logical hypothesis for me is the one from John R Ellis:
John refers to information from the press about the litigation with Dolby which I have not read. That's not new and Premiere Elements users are aware of it.
On the other hand,the new policy has followed a strategy to remove all Dolby technology since a couple of years. The download change has involved huge efforts to change their info on their sites and forums and to create a specialized help team to deal with customers questions by providing customized download links. The general consensus seems that there is another motivation with Adobe than legal dispute . It's to make clear that they don't want to support old versions and they push for regular upgrades even for perpetual versions.

I have a question that maybe someone can answer - I have not updated my LR since Windows 10 was required. So, am I headed for trouble with this whole thing? I just haven't had the time/money to upgrade my computer and missed the free upgrade window a long time ago. Been using PS & LR for a while but still clueless.... Thanks!!!

I asume it's not included in a CC subscription plan. - all similar perpetual license version are authorized (including Elements and older LR versions)
- The issue is the availability to download the installers if you change computers for instance.
You may have saved those installers and you may want to keep them for possible ulterior use. No issue if you have bought the software in a box.
If you have ordered those versions from Adobe directly as downloads, you should be able to find the links for new downloads as discussed here. If you can't because you ordered from a third party source like Amazon, or if you no longer have the box, you'll have to contact Adobe with any kind of proof or purchase.

Thanks! I read that discussion and I agree. What John R Ellis says makes sense.
I have been suspicious of this. They wouldn't be alone in their decision; other software companies have gone down that route as well.
