The Color Variations feature was removed from PSE 12. If you are using Windows, you can put it back. Unfortunately, Color Variations cannot be put back in 64-bit versions of PSE -- PSE 13 and above on Windows; PSE 12 and above on a Mac.
First, you need to locate this file -- VariationsEL.8bf -- in your version of PSE. Next, copy/paste it in the Filters folder in PSE 12. Color Variations will, then, be available in the Enhance menu (Adjust Color>Color Variations).

Here are the paths you need to navigate to get to this file.
PSE 11 -- C:\Program Files (x86)\Adobe\Photoshop Elements 11\Required\Plug-Ins\Filters
PSE 10 and earlier versions -- C:\Program Files (x86)\Adobe\Photoshop Elements x.x\Locales\en_US (or your locale)\Plug-Ins\Filters
NOTE:
As an alternative, you could use Auto Smart Tone, a new feature introduced in PSE 12.
