I would like to permanently add brushes to an existing brush set. I am working on a desktop PC w/Windows 10 and Elements 2019.

Hi gustavus, welcome to PSE&M! Glad to have you here.
Navigate to this path and copy/paste the .abr file in the Brushes folder -- C:\Program Files\Adobe\Photoshop Elements 2019\Presets\Brushes
Now the brush you installed will be available to the Brush tool. Click on the Brush Preset Picker and scroll down the Brush Libraries.
