I'm using PSE 10 on a Windows 10 laptop. I've nearly given up editing my photos because of the frustration involved trying to get various tools to work. Admittedly I'm not very proficient but I've been able to do some tweaking in the past without too much trouble. I can work in RAW just fine, thank goodness, but it's tools for retouching (like removing ticks from an antelope's face, or a stray mark from a scanned ink drawing) that just aren't working.
Specifically, tools such as Healing Brush, Eraser, Clone Stamp, Spot Healing among others do nothing. I've tried several tricks from the forum such as Reset Tools, Reset All Tools, exiting PSE, restarting my computer; once in a while one of those works, but last night, none did. I consulted the Missing Manual as well, to make sure I wasn't missing some step.
Now what? I'm beyond frustrated.

It would help if you were a bit more specific about the exact steps you are taking when one of these tools doesn't work for you.

It would also help with the troubleshooting to know when these problems started. Have they been there since you installed PSE 10 on Windows 10? Or did they show up "out of the blue"?

The problems started a couple of months ago. I got through a few photographs from a trip, then it started acting up.
I open PSE and it goes directly to the Editor. I drag an image into the window and if it's a RAW image it goes there first. After RAW editing, the image opens in the PSE editing window (8 bits). I create a new layer and crop the image. Then I zoom in to work on a problem area. I select a Tool, adjust the size of the brush and the amount of opacity, Normal mode, do the Alt-Click thing to define the source point if necessary, and drag the brush over the area. And... nothing. Spot Healing shows the gray fuzzy line when I drag, but does not remove anything. I can also see the + from the area I've selected moving around, but it's just not covering up the area.
Alternatively, after giving up, I open the image later from the File tab, Open Recently Edited File. Still nothing.
The Adjustments section works fine.

Re-setting your Preferences may be worth a try
Also, do you have enough free disk space for the Scratch file?
Can you see any change when you look at the image at 100% instead of zoomed in?
Just a few things that came to mind when I read your post and they may not help

The problems started a couple of months ago. mwhiteaz, thanks for this information! Due to the fact that the problems are a new development and resetting the tools, closing Elements, etc. didn't solve them, I am on the same wavelength as ritage . It may be a case of a corrupted Preferences file. According to the Help file, . . . Just a few things to keep in mind when you delete the Preferences file . . . The Preferences file is where Elements keeps track of your preferred settings. When you delete this file, Elements will automatically generate a replacement file. The only downside is that the replacement file will have the settings back to the default. This means that you will have to redo any changes you made. For example, if you had rearranged the panels, you will have to do it again because they will be back to their original (default) positions. It is all a matter of timing between launching Elements and pressing the key combo. If you wait too long, Elements will open as usual and the message box won't pop up. You need to click on the desktop shortcut and immediately press the three keys. It helps if you have your fingers positioned on the three keys before you click on the shortcut. You can also locate the Editor's Preferences file and manually delete it. Navigate this path and delete the Adobe Photoshop Elements 10 Prefs.psp file. (Make sure Elements is closed while you do this.) - - C:\Users\[user name]\AppData\Roaming\Adobe\Photoshop Elements\10.0\Editor\Adobe Photoshop Elements 10 Prefs.psp Elements has two separate Preferences file, one for the Organizer and one for the Editor. The procedures described will affect only the Editor's Preferences file.

Thanks for all the help. I was so hoping that deleting the Preferences file would do the trick, but sadly, it has not. None of the tools mentioned above work. I did see the pop-up for deleting, and did see some changes in the panels, so I know it went through.
After I last posted, I signed up for a beginning Lightroom class on Saturday! (Even though I don't really know what it is--but I'm really fed up with PSE).

mwhiteaz, sorry to hear that. I am taking a shot in the dark here; I wonder if this is a problem of permissions levels. Let's try this.
1. Launch Elements as administrator by right-clicking on the desktop shortcut and selecting "Run as administrator". 2. Test all the tools which are "misbehaving". 3. If the problems are gone, close Elements. 4. Open Elements but this time do it as a regular user.
If the problem is still there, you could try uninstalling/reinstalling Elements. Just make sure you reinstall it as administrator. To be on the safe side, you could also run it in compatibility mode with Windows 10.

Thanks, Sepiana, but that didn't work either. I'm the only user of this laptop, so the only admin as well. Grrr.... Not sure I want to bother reinstalling it if it's going to be this buggy.
Perhaps we'll meet again in the Lightroom forum.

No, I wasn't aware of those forums. I think I had migrated over to PSE and more after the demise of that other web site. I will have to calm down a bit before trying again.

This is not going to be helpful. Just a PSE 10 story. I started with Photoshop full version in about 1998 (a pirated copy I bought in China ) and migrated to licensed PS LE (Limited Edition) which was the larval stage of Photoshop Elements. Then from about 2004 I went through PSE 3, 6, 8, 10 and 11 and finally 2018 last year. I skipped editions EXCEPT I went from 10 to 11 in short order (a few months?) because PSE 10 was giving me grief, but I do not recall what exactly. I am thinking that was circa 2012 so probably Windows 7. Sorry, this is of no help mwhiteaz and Sepiana. But PSE10 went south on me as well. Clive
