The Mixer Brush is a Photoshop-only tool. When this question comes up on the Adobe Photoshop Elements forums, the usual suggestion is to paint with the Smudge tool. This brush has basically the same settings as other brushes but it also has -- Sample All Layers, Strength, and Finger Painting.

Another possibility would be to use an add-on -- Elements XXL. This plug-in comes with a Mixer Brush.
