I tried in Elements, but couldn't do it. Whippet, in PSE14 one has to set the marquee width to 1 pixel manually. That may be necessary in your version as well.

Instructions on how to do this 1. Open your Image 2. On the top Menu go to Image>Resize>Image size and record the W & H of your image 3. Press M on your keyboard to select the Rectangular Marquee tool 4. Change the Aspect from Normal to Fixed Size 5. If you are making a Horizontal selection set H: to 1 and W: to the width that you recorded in step 2. If you are making a vertical selection, set the W: to 1. 6. Make your selection. 7. Once you see the selection, Copy (CMD/Ctrl+C) the Paste (CMD/Ctrl+V). 8. You should now have a new Layer. 9. Make sure you have the new layer select, Transform the selection (CMD/Ctrl+T) as much as you want. You can always Transform it again 10. Add a Layer Mask to this layer to mask out (Paint with Black on the Layer Mask) what you do want to be visible. To curve the selection layer go to Filter>Distort>Polar Coordinates…
