Using a sunset image of my own I created a double exposure effect and used a tan colour fill with the overlay blend mode. I also used the spherize filter on the globe.

Used light bulb action from Panosfx kdcintx, great choice of effect for this starter image. One cannot go wrong with his actions.

- Ran the file through Luminar (Sky Replacement, Galaxy). - Created the stars with the Pattern Brush in PSE (Guided Edit>Fun Edits). - Created the text and border overlay with PSE (Guided Edit>Special Edits).

In Expert mode I removed the white background from the globe, placed it on top of my sunset image and reduced its opacity to 40% producing the double exposure effect. On top of that I created a solid colour fill layer (tan colour) and used the overlay blend mode.
