Perhaps this has always been the case, or perhaps not.
I normally have my layers panel open and the history box. When I add a new adjustment layer, the adjustment box is attached to the history box. I'm sure it used to be floating independently.
Can it be floated again? I have had a look at the preferences file but nothing jumps out at me that would enable that.

HappyScot, yes, it can. Place your cursor on the Adjustments tab, hold your cursor down, and drag the tab to the location of your choice.

Excellent thank you. Could you please download your wealth of knowledge to my tired brain?? Or even a fraction of it?

HappyScot , you are most welcome! Thanks for your kind words but I'm afraid you overestimate my "wealth of knowledge". I've been using Elements since v.4 and I'm still learning. Hence, my favorite moto, . . . Living and Learning!

This is the only thread that came up with my search with "float" & "panel". It's close, but not enough for my meager brain. I can make the default left-hand but un-named panel show the meager presets in the bottom tool/task bar. In previous versions of PsE, I usually left it showing Layers. But in a floating "panel" I had tabs for History, Styles, etc. I think I was able, a few too many weeks ago, to get a similar looking floating panel to appear. Alas, PsE help is completely helpless, if not useless nor can I remember where on the interweb I found the answer. Not in my 2,638 bookmarks either, not even the 22 having "panel" in their name. While having a "Favorites" tab is OK, it does not show all the "Drop Shadows", for example. My previous floating panel had a 'styles' tab with dozens of choices, including ~10 different shadow choices plus Bevels, inner & outer Glows, etc. So I come, ever so humbly, requesting help from the experts at PSE&M! I'm not sure I'm even describing the exact problem I'm trying to solve. Perhaps the 2020 version has simply removed some of the previous behavior from the app?

Hi xairbusdriver, For starters, . . . as far as I know, the only change Adobe made re panels was back in PSE 15. Starting with this version, Effects/Filters/Styles, each has its own panel (instead of one single panel for all three). I'm not sure I understand your inquiry but let's try. If you go to the Window menu, you can select which panels you want to be displayed and drag them around to the location of your choice. Or, if you want a fresh start, you can select "Reset Panels" and go from there. When you reset the panels, they will be displayed in their default location. Please, post back if your questions are not answered. Also, you may want to check this Adobe document. Panels and bins in Photoshop Elements

First, I must admit to my furst erer of the yeer! I'm actually using PE v.2021. Hopefully the image below will help. I can change the single, right-hand 'panel' by selecting one of the default items in the Taskbar or from the Window menu. However, what I want a 'floating panel' showing choices such as styles (Bevels, Drop Shadows, Glows, etc.), Layers, History, etc. As a matter of fact, I dislike having any panel on the right-hand side. In the 2018 version, I put the panels I wanted and often used, in a floating dialog/panel. (image 1). The default 'floating panel' always includes items I rarely use (second image). I think I can still remove the space-wasting right-hand panel. However, I am looking for a way to add them as a tab in a 'floating panel' (third image).
1: From PsE v.2018
2: From PsE v.2021
3: Tab added to a 'floating panel'

What you want -- a floating panel, customized to include only the panels of your choice -- can also be achieved in this version. - Drag a panel's top tab (the one with its name on it) out of the Panel Bin. Ex.: Layers. (This will give you a floating panel.) - To add other panels to your floating panel, just drag them out of the Panel Bin or from the Window menu. - Let the mouse go when the panel you are dragging turns "ghosted". (You will see a blue outline).

Thanks, Sepiana, at least I know I had the name correct; "floating panel". I'll go back to the Adobe link/site and see if I can fine some images/definitions to match up with your instructions. Never mind, when I just now opened PsE 2021, the Panel Bin was sitting there with my four most used tools! I immediately drug one of the tools onto the main window to create the floating tools panel (I think that is a more descriptive title). I then dragged the other tools I wanted and added them to it. I then hid the Panel Bin and I have a work space like I wanted and had a few weeks ago (and in v. 2018)! I will print out the steps anticipating that one of these days things will revert to how Adobe thinks they should be. That moment will likely also be the exact time I can't remember how it is done... Perhaps I will just add a few bookmarks with your instructions and my images.

xairbusdriver, you are most welcome! Glad to hear you now have your floating panel the way you wanted. Just keep in mind that, if you ever delete/restore the Preferences file (Editor), you will have to rearrange the panels because they will be back to their original (default) locations.

No problem. I've often used the "quit-the-app-and-move-the-plist-then-restart-the-app" routine. What really bothers me is that so many say " Trash the prefs..." as the first step. There has never been a need to " trash" the plist file until after it is found to be corrupt. Simply move or just re-name a plist file. An app is hard coded to look/load it's own plists and only from the path it "knows". Simply changing the path or the name completely hides the old plist from any app. Trashing it first simply creates lots of work without even finding the real problem.
