I need to know the best order to do things when creating a photo page in PSE19. For example: Yesterday I got caught up in a lot of extra work because I forgot to put thin, white frames on my photos. Also, when is the best time to add text? I added it as a last layer. I seem to find myself having to redo things if I'm not careful.

Whenever I create such a page I start with a physical piece of paper and use a pencil to make the lay out. Next I start with a totally blank file, then a open all the images required, drag one image onto the blank from the photo bin, resize and place, continue until all images are on the "blank". If the collection needs explanation then I add text. OTOH if each image need a label I put the text on each image.

My workflow varies depending on the nature of my project. However, as a rule of thumb, creating a frame is my next-to-the-last step and adding text is my last step. In addition, to make things easier, I rename my layers in a descriptive way and use the layer grouping and color coding feature available in PSE 15 and above.
In a project like yours, I would create the frame/stroke (on its own layer) around the photos right after placing/positioning them onto the photo page. Then, once all the photos are in place, I would add the text on the page.

I started putting the frames on the photos after they are in position and that made things much easier for that step. Thank you so much for the suggestion.
