I have a PC with Windows 7. I loaded PS Elements 13 on Thursday. My problem is that I can access the Editor only once per session. If I wish to access the Editor again, then I must reboot the computer. Today I tried to update the version to 13.1 with no success. What do I have to do to avoid rebooting the computer? I reinstalled Elements 13 to see if that would help, but it didn't. By the way, I don't use the Organizer. Thanks in advance for any advice or suggestions.

Really sorry to hear what is happening to you. What happens after you close PSE the first time? Can you run any program then? What happens when you try to launch PSE the second time, any messages?

When I close PSE 13 it shuts down as my other PSEs did. Then I run other programs as I did previously. When I try to launch PSE a second time, it attempts to open it, but doesn't get passed the Desktop Icon. So, there are no messages. However, I can continue to work with the other programs.
This is the first time I've had this happen with any Adobe program and I've had several PSEs.

Hi Vladimir, welcome to PSE&M!
I am not sure what is going on. I have some questions though.
-- Did you install Elements 13 as an administrator? -- Did you turn off your antivirus program for the duration of the installation? -- When you uninstalled Elements, did you also remove residual files from the registry (either manually or using a third-party utility)? -- When you launch Elements, how do you do it? Via the Welcome screen? Or directly via the Editor? -- When you launch Elements, do you do it by right-clicking on the shortcut and selecting "Run as administrator"?
When I try to launch PSE a second time, it attempts to open it, but doesn't get passed the Desktop Icon.
Now as to this issue . . .
Did you check the Task Manager? Does is show that the Editor is still running, although you had closed it>
Are you using the shortcut which was automatically created during the installation process? This shortcut is known to get easily corrupted. Usually creating a new shortcut fixes the problem.

Yes, I installed Elements 13 as an administrator--the first time and again several times after. The first time I did not turn off the antivirus program. However, since you mentioned it, I did turn it off and reinstalled it. Same thing happens. I did not remove the residual files of Elements 9. I went back, checked, and deleted them.
I did check Task Manager today and it did not indicate that the Editor was still running.
When I launched Elements the first time I didn't realize that there was a Welcome screen. I just chose Editor instead of Organizer. Playing around I noticed the Welcome screen and clicked on always launch Editor. This was all via the Desktop icon.
I guess I could delete Elements 13 from the Program File and try a clean install.

In the previous reply you asked enough questions that I went back and uninstalled Elements 13 the Control Panel and the Program File. Then I did a "clean" install. I was able to open and close the Editor a couple of times. I hope it stays this way.

Sorry! I didn't see your post about the problem being solved until I submitted my post. So, I deleted it because it was no longer necessary. But here is the link to the document about troubleshooting the Editor -- PSE Editor is not launching (Windows).

Update: I downloaded Belarc Advisor and ran it on my computer. I just noticed the following listing:
Adobe Systems - Adobe Photoshop Elements 13 (trial).
I purchased an Education License and then went to the Adobe site for the download of the software. Nowhere did it suggest that this was a "trial" version and I had to enter my license.
I remember seeing the trial download. So, do I wait 21 days to see what happens?

Adobe was not helpful.
Here's I've done: First, shortly after I loaded PSE 13, I got a screen display that stated that my copy of OS7 Home Premium was either corrupted or that I had an illegal copy. Since I bought the PC new and with a copy of Windows 7 as OEM, I thought that there must have been something that corrupted the copy. After seeking to correct the problem to no avail, I bought a new copy of OS7--this time it was PRO because that's what I could purchase from the University for use on my personal computer.
Next, I successfully installed OS7 Pro. After a day of no issues with OS7 Pro, I went to install PSE 13. I had to install the trial version, which allowed me to enter the license serial # that I had received from Adobe originally. The program installed with no problems. I've been running PSE 13 for several days with no issues.
