I want to make an image with rounded corners (PSE 15). I tried modify > smooth but the corners are not smooth. When I inscribe a crop with the rectangle tool on an image it just fills the space with the foreground color.

Hi dgarizona , and welcome to Photoshop Elements and More! I think you will find the members of this forum friendly and eager to help with any questions you might have.
If I understand your question correctly, this might give you the result you are after: 1. Select the Rounded Rectangular Tool (U) and drag out a rectangle where you want it. 2. You will have to experiment a bit to determine what radius for the corners give you the result you want. 3. You can reposition the rectangle using the Move Tool (V) 4. You can resize the rectangle using Transform (Ctrl-T) 5. Once you are happy with the position and size, simplify the layer (Layer | Simplify Layer) 6. Put a stroke around the rectangle (Edit | Stroke (Outline) Selection…) 7. Choose the color and width you want for your frame (your stroke color must be different from the rectangle color). 8. Now select the interior of the rectangle using the Magic Wand Tool (A) and delete it. You should now have just the frame remaining.

Hi dgarizona , welcome to PSE&M! Glad to have you here. Here is another way to accomplish what you want using the Rounded Rectangle tool (U) + a Clipping Mask. 1. Activate the Rounded Rectangle Tool (U). 2. Adjust the Radius for less- or more-rounded corners. 3. Draw a rectangle the size you want. 4. Double-click on the Background layer to unlock it. 5. Drag this unlocked layer to the top of the stack. 6. With this layer still activated, press Alt-Ctrl-G (Opt-Cmmd-G on a Mac) to create a clipping mask. 7. Save your file in a format which supports background transparency such as PNG, PSD, or TIFF.
