Image from Unsplash, duplicated it and took the duplication into Filter Forge where I applied a filter from the Creative category of filters called ‘Dabber v0.7’ by Skybase . Using the settings sliders I tweaked the filter a little and applied it to the image.
Back in PSE I extracted the subject from the original image and flipped her horizontally and applied the Vivid Light blend mode. Then I used the rectangle tool to create a frame and I was done.
