I skipped a couple of versions so I thought I should upgrade. Unfortunately I have utterly forgotten how to bring all the 3rd-party add-ons forward, the filters from On1, Topaz, Redfield, Nik, etc. A quick note may be enough to remind me what needs to be done.

If your previous Elements version is 64-bit (PSE 13 and above), just do a copy/paste job. That's what I did.
From C:\Program Files\Adobe\Photoshop Elements x.x\Plug-Ins
To C:\Program Files\Adobe\Photoshop Elements 2021\Plug-Ins

That worked perfectly Sepiana . They are all present and accounted for!
Now there are the various add-ins, such as Jodi's frame styles, effects, etc. Are there folders that can also be copied to bring them forward?

Your question piqued my curiosity; I located the folder where Elements stores them. I checked and all of my third-party layer styles are there. If you are courageous, do a copy/paste job and see what happens.
From C:\ProgramData\Adobe\Photoshop Elements\x.x\Photo Creations\layer styles
To C:\ProgramData\Adobe\Photoshop Elements\19.0\Photo Creations\layer styles

If they are not recognizable or useable by the new program, it will just ignore them and no harm done. Of course, your mileage may vary.

One needs to be careful which files to copy/paste from one version of Elements to another.
Plug-ins (.8bf, .plugin on a Mac) cannot be copied from a 32-bit Elements version to a 64-bit version. 32-bit plug-ins are not compatible with 64-bit hosting programs and vice-versa.
In Elements 11 and above, for actions (.atn), we need only this file. In Elements 10 and earlier, we need a .png or .psd file and an .xml file (optional).
If something goes wrong, the MediaDatabase.db3 and the ThumbDatabase.db3 file (which cater to the Effects panel) may have to be rebuilt.
If for some reason, the rebuilding of these .db3 files fails, one may have to resort to uninstalling/reinstalling Elements.

Will Elements 2021 work optimally in my Windows 10 computer:
My system is AMD A10-7700K Radeo R7, 10 Compute Cores 4C+6G 3.40 GHz.
I have no idea how that compares with 6th generation Intel.
What would I need to upgrade to optimize performance? RAM? Install an SD Drive? Processor upgrade?

Intel 6th Generation or newer processor or AMD equivalent with SSE4 support.
I don't know the AMD equivalent is what I have or not. What does "SSE4 support" mean?
