Working fine for me too on Windows - at least Silver Efex is - haven't tried anything else.

I tested all the plug-ins in this collection; they are working just fine (two computers, Windows 10 Pro).

I suspect the issue is with the installer - once installed OK but a re-install a problem. When I first started up 2021 it did come up with a strange Nik Collection panel which now seems to have gone away and the Collection is available in filters. I'm seeing a few reports of plug-in and filter issues with 2021 so something has changed.

HDR Efex applies the effect to the background layer and Viveza crashes when you use it - so far with testing on my MAC

Tried all of the 8 NIK Collection plugins in Photoshop 2021 and did not encounter any problems or crashes (Windows 10 Home Edition).
