Would I be right or wrong in thinking that everything that is in PSE 2021 would also be found in PS 2021? Or are there things in Elements that aren’t found on Photoshop?

I don't have the full PS. I have PSE 2020. My guess is that PSE 2021 has some easy quick edit features that you might not find in the full PS. PSE can develop raw files but most of the editing with layers must be done with 8 bit PSD files. The full PS has many more tools and can work with 16 bit files. I have never owned the full PS due to economic reasons. I have found that PS elements satisfies all of my editing needs. You also have the option of purchasing a plug in like elements plus or elements XXL that can add many more powerful tools.
Kind regards Chris

pipsternat, PSE 2021 doesn't have the same features/tools as PS 2021. Even when they share the same feature/tool, the one in PSE may not have all the bells and whistles as its PS counterpart. Fortunately, this scenario can be addressed (for just $12 US) with an add-on -- Elements+ -- created by one of our members -- Andrei Doubrovski . According to the website, . . . Also, a big difference is . . . PSE 2021 -- Available with a perpetual license. PS 2021 -- Available with a Creative Cloud subscription only.
