Amazon UK currently have a PE 2021 upgrade available for £51 , but the description says
"Adobe Photoshop Elements 2021|Standard|1 Device|1 year|Windows/Mac|Disc"
which seems to imply that it is a 1 year licence. Can anyone confirm whether this is a once off charge?

I read somewhere that PSE will be yearly and won't able to buy outright which I wanted to do.

The Elements license is NOT yearly, which you can check also on the menu Help >> System Info (license type = perpetual) when you have installed it
The same question (about Amazon UK offer) has been posted recently in the Adobe forums. AFAIK, no explanation has been given for that mention by Amazon UK. However, keep in mind that your 'perpetual' license does not mean that it is guaranteed to work on future OS, softwares, hardware and devices. Particularly, you have to verify the 'system requirements'about hardware and operating system versions (especialy on Macs, but also in Windows). Don't agree to OS updates before verifying.

Hi mrdcambs, welcome to PSE&M! I'm a Creative Cloud subscriber (Photoshop/Lightroom) and I also have Elements 2021, installed on two computers. No, Elements 2021 is not part of the CC subscription. I purchased it directly from Adobe with a perpetual licence.

So if I was to purchase the PSE 2021 from lets say Amazon UK currently for the upgrade available for £51 does that mean I not be restricted to the 1 year. Google search not found the full unrestricted version as yet.

Jim,
Adobe does not release two versions of Elements, one full and one upgrade version; there is only one version. The "Full" and the "Upgrade" terms refer to price differences. There are no technical differences as far as the program itself is concerned; it is the same version for both prices quoted. The difference in price is determined by your status -- no previous ownership vs. previous ownership of Elements.
If you pay the full price or the upgrade price, you will be getting a perpetual license. Elements 2021 is NOT part of Adobe's Creative Cloud subscription plans.

It looks like they have corrected their error. There is no restricted version. The license is not by Amazon, it's by Adobe.
By the way, there is another error: PSE2021 requires Windows 10, not Windows 7.
