With this challenge I have done most of the work for you by creating an action that you can use. Please read all the way down before you download the action.
This Monochromatic Action works in either Elements or the full version of Photoshop.
The intent of the action is to convert your color image into a monochromatic image with one click. You have the option for Black & White, Sepia, Cyanotype and a few others.

The action comes in two flavors. One if your version has layer groups and one if you are using an old version without layer groups.
This is the layer group icon in Elements. If you have it you can use the Monochromatic action with layer groups.
Once you load and run the action, you will see a number of layers with the “EYE” turned off. If you ran the action for layer groups, these will be inside the layer group. You just need to expand the group to see them.

You only need to turn on one eye by clicking on the eye to see the effect. If you activate two of the EYEs the highest layer in the stack will be in control.
The blend mode for all of the layers is COLOR. Feel free to add additional solid color layers, gradient layers or patterns. Just remember to set the blend mode of that layer to COLOR.
You have the option to add Layer Mask so you can selectively apply the effect or apply multiple effects. You can always adjust the opacity to get the look just the way you want. As all of these monochromatic effects are on a separate layer all of the changes are non-destructive (until you save).
