I know you people don't like to deal with element 9 anymore but I just bought a new computer, loaded my old PS Elements 9 onto it, and now when I get to the "save for the web" page in the editor it will only work with gif images unless I constantly select jpeg for each one and I correct and save a lot of them.....ugh. I need the jpeg default back!

Hi intel7,
Elements is designed to "remember" which file format you want to use when you do Save for Web. Once you select JPEG, it should stick. Unfortunately, there was a bug in some of the earlier versions; Elements would "forget" your choice. I believe Elements 9 is one of these versions. Fortunately, there is a workaround.
1. Change the file format to JPEG. 2. Hold down the Alt key. (The Help button will change into a Remember button.) 3. Click on the OK button.
NOTE:
You need to run Elements as administrator to do this workaround. (You need to run it as administrator only this time.)
If you don't have a shortcut to launch the Editor directly, you need to create one.
- Navigate the path below, right-click on the PhotoshopElementsEditor.exe file, and select "Send to Desktop>create shortcut".
C:\Program Files (x86)\Adobe\Photoshop Elements 9.0\PhotohopElementsEditor.exe
Now right-click on the Editor shortcut and select "Run as administrator".

- Navigate the path below, right-click on the PhotoshopElementsEditor.exe file, and select "Send to Desktop>create shortcut". Do that ^^^ : and then, also right-click on the exe file again and choose "Pin to Start Menu" Having programs listed in the Start menu is very handy. You can left-single-click them and they will open normally and you can right-click them and the same menu that you get from the desktop icons will appear where you can choose "Run as Administrator. If you have Windows 10, you will need to install a Windows 7 start menu to have all the advantages. The Start menu can be accessed without having to bring forward the Desktop, thus keeping whatever windows you are working with front and center.

I remember doing this about 8 years ago and so grateful that I was able to do it again. It's a problem every time I get a new computer and reload the Elements 9 program. Do you think the later versions of Elements have this same problem? I saw where some people were having a problem with defaulting to the png file with later versions. Also, can I change back to me as administrator now or do I have to do that?

Glad to hear it worked! I haven't seen any recent reports of this problem on the Adobe forums. Speaking for myself, . . . I have Elements 10 through Elements 2021. Eleven versions installed on two computers! No problem whatsoever! As the problem has been fixed, you don't need to continue launching Elements 9 as administrator. Just do it the way you did before, as a standard user.
