Checking the PSE Editor to see if everything was working after doing a OS Recovery. I clicked on the open bar and got this Dialog Box that said..........The monitor profile "2269" appears to be defective, please rerun your monitor calibration software. It followed with two options........Ignor Profile or Use Anyway. I don't have a clue what or how I should handle this. It is a new monitor which I don't recall it having a CD for calibation or anything else for that matter.
The monitor display is great on any and all sites or things I have looked at. Any pointer's or suggestion's?

Sounds like the monitor profile is corrupt (you would be surprised how many monitor manufacturers profiles are) just make the sRGB IEC61966-2.1 profile the (default) using the OS color-management dialog and your problem should be solved

That's exactly what the my CM Dialog has enabled, I didn't see a reset option so I toggled it on and off and it did not change anything. I wonder if the absense of an image may be causing this ? I'll add a couple into the systtem and see what happens.

I did enter a couple pf pics in the system and opened them up in PSE, did some editing, saved them back to my pictures, printed one of them, all was well, so I went back to that dialog box and selected the ignor option and asked not to see that dialog again. I think it was probably a Win8.1 oopsie,seeing as there are so many being recorded every day qround the world.
