I have posted this on the Adobe forum but thought I might get a quicker/better answer here!
"I have a License for Elements 2019. I now want to close down the PC it is currently on and download to a new PC.
I tried the suggested link and only got offered 2020 and 2021.
Where can I get 2019 and do I need to deactivate my 2019 on the old PC; if so how do I do that?
Any advice please?"

I assume you would need to Sign in to your Adobe ID to find your PSE downloads history.

athegn, If you purchased Elements 2019 directly from Adobe, you can log in to your account and redownload it. If not, you can get the download link posted on ProDesign Tools; this site is recommended on the Adobe forums. Adobe Photoshop Elements 2019 (PSE 2019) Direct Download Links
Adobe allows you to have Elements activated on two computers; this means you don't need to deactivate the copy on your old computer. However, if you are not planning to use it, you deactivate it by going to . . . Help > Sign out (e-mail address).

It is best when one downloads a purchased (or free) program to save the downloaded application file to a dedicated "Programs" folder and not allow the download to simply "Run" or "Install"; thus, you always will have the file to fall back on.
It is the same with updates that may get automatically offered; never simply click "Update"; but instead, seek out the new updated version and download and save the file before installing it. This gives you a backdoor in case the update turns out to be a downgrade.

I totally agree; I take the "Save" route too. However, this is not a concern when downloading Elements from either the Adobe site or from ProDesign Tools. In both instances the installer is downloaded to your computer (My Downloads). Then, it's up to you to install the program.
