In my 2019 installation on my old PC I had the Free Nik collection:-
C:\Program Files\Adobe\Photoshop Elements 2019\Plug-ins\Google\Analog Efex Pro 2\Analog Efex Pro 2.8bf and so on for each of the 8 filter.
On the new laptop I pasted the Google folder into C:\Program Files\Adobe\Photoshop Elements 2019\Plug-ins\ rebooted the laptop the opened Elements and saw it was looking for plug-ins but it not activate "Google"
I have set Preferences > Plug-ins >Additional Plug-ins Folder to on and entered the path:-
C:\Program Files\Adobe\Photoshop Elements 2019\Plug-ins\Google\
I did try DXO it seems it goes to a 30 day free trial; I assume thatb after that purchase is necessary?
Any advice please
On the new laptop I pasted the Google folder into C:\Program Files\Adobe\Photoshop Elements 2019\Plug-ins\ rebooted the laptop the opened Elements and saw it was scanning a long time searching for plug-ins but it not activate "Google" so no Nik Collection filters nor the floating panel.

Any advice please ?

athegn, It looks like you have an older version of the Nik Collection (which was available via Google); now it's available through DxO. When you install it, the folder is named "DxO". C:\Program Files\Adobe\Photoshop Elements 2019\Plug-Ins\DxO\ . . . The Nik Collection is no longer free; it's for purchase only. Nik Collection 3 by DxO

Just a word to the wise - DXO NIK is 30% off until the end of Dec - I think. So if your thinking of getting it don't wait to long.

The old FREE version should still work; at least it has for me in everything I have tried it with.
In Program Files, you should also have a Google folder that contains a NIK Collection folder; to work, that folder must be present along with the plug-in files that you already mentioned.
Honestly, I cannot see any useful difference in the free package and the one you now have to pay for.
It is also possible that, since you have now tried the DxO trial, that you will have to surgically remove all traces of the DxO installation so that it will allow you to still use the free version.
By surgically remove, I mean besides physically removing every DxO folder that is easily accessible, you will need to dig into the nooks and crannies of the registry and also remove every trace of DxO that you find in there as well.
Of course, if you have other DxO programs installed, you might want to avoid that route, as it would nuke them as well.
But first, find that Google > NIK folder that I described and copy it in and see how you fare.

BuckSkin, I no longer have the old free Nik Collection so I can't test it. 32-bit plug-ins are not compatible with 64-bit hosting programs; PSE 2019 is a 64-bit program. Are these plug-ins available as 64-bit? If so, your suggestion to do a copy/paste job will work just fine. The main difference in the paid version is . . . no support and no updates. athegn,
Are you attempting to run 32bit plug-ins on a 64bit Machine?

I have 64-bit Affinity on a test run with the old free NIK that also works in my Elements 7 installed as I described and it worked.
I just now looked and I have both, 32- and 64-bit plug-ins, in that Programs > Google > NIK Collection folder.
Each NIK feature has a folder in that main NIK folder and within these individual folders is a folder that actually says 64-bit.
I did not have to go looking for 64-bit plug-ins; they were in there with everything else when I initially got NIK.

Never got to installing from DXO so should be all right there; got turnoff by the 30 day trial message.
I took the Google folder from:-
C:\Program Files\Adobe\Photoshop Elements 2019\Plug-ins\Google\ on my old PC so must be 64bit?
However also got C:\Program Files\Google\Nik Collection
However I put the two folders in the same locations on the new laptop reboot the open Elements.
Load a jpg or RAW and find Filter > Nik Collection >Viveza (or any other app) and get message "Could not complete the Viveza 2 command because of a disk error" BUt still no floating panel.
If I remove C:\Program Files\Adobe\Photoshop Elements 2019\Plug-ins\Google\Google I see Filter > Nik Collection but greyed out.
Any more advice please?

Guess what I found on my Data HDD:-
nikcollection-full-1.2.11.exe
Clicked on that and then opened Elements. All of Nil collection there :-)
Thank for all your advice and I am just sorry I never did a search of my data photo folders, in the first place, so would have saved your dealing with this silly old man.

If I am understanding, you found the original install file and ran the install ? I can't figure why it didn't work for you after the steps you had taken just prior to that.

Yes I ran the Nik*.exe and all the Nik collection installed; now using it.
I did not use the install before, just copied the folders into the right places. So deleted those fo,ders and the ran the installer.
