Regarding your question about removing lines, the plug-in Wire Worm comes to mind. You can also try using the Spot-healing Brush or the Clone Stamp tools.

Hi 2beor02bmerlin, welcome to PSE&M! Glad to have you here with us. You may have to use a combo of retouching tools such as the Spot Healing Brush, Healing Brush, Clone Stamp tool. The Blur tool will also be handy. When using the Spot Healing Brush and the Healing Brush, it will help to follow the suggestions discussed in The Spot Healing Brush vs the Healing BrushIn addition, in some cases the Digital Patch technique may do the job. 1. Make a selection of an undamaged area to get a repair sample. 2. Go to Select>Feather and enter 1-3 pixels for the Feather Radius. 3. Press down Ctrl-Alt. Then, click and drag your selection over to the area to be repaired. NOTE: When you hold down these two keys and drag your selection over to the area to be repaired, Elements creates a copy of your selection. If needed, as you drag your selection, you can make it remain in line by adding the Shift key -- Ctrl-Alt-Shift. If, after you copy your selection over to the damaged area, you see harsh edges, try redoing the process using a higher Feather Radius. Or you can do a quick touch-up with the Clone Stamp, Spot Healing, or the Healing Brush tool.
