fotofrank, thanks for sharing this! I have been doing some checking around. It looks like the Panel Icons affected are the ones for Window>Extensions (legacy). I still have them for panels such as Styles, Paths, Layer Comps, etc.

This update "messed up" the Lighting Effects filter -- no handles, effects not being applied, or resulting in some really weird effects. I tried resetting this filter; it didn't work. Fortunately, a trip to Adobe Help paid off. All is well now! Source: Known issues in Photoshop

I just rolled back to 22.3.1 there is a number of issues with 22.4 Frank, I'm seriously considering doing the same. The Adobe workaround (Preferences>Technology Previews>check the item Deactivate Native Canvas>restart Photoshop) didn't work for the 3D filter. It worked only for the Lighting Effects filter. There are already many posts on this change in the feedback forum.
That's not new for Elements users. Do you remember when PSE users had to think about flattening their layers or converting to 8 bits when saving as jpeg?
Adobe found a workaround to automatically do this before saving as jpeg. I am amazed at the fact that in recent Mac versions, there are so many complaints about the impossibility to overwrite the original file in certain conditions. Same for the number of users wanting a default option to always save over the original... Whatever the reasons for the changes by Apple, if the API allowing the workarounds are no longer present in the OS, it seems that the new different commands for saving have to be brought also for Windows. And perhaps to Elements as well.
Indeed, the problem will be that every PS user will have to change one of their most used commands. The number of actions or scripts to be modified is gigantic.

Now I have a better understanding of this change (behavior?). I was really caught by surprise. When I did PSD>Save As>JPEG, I had only these formats -- PSD, PSB, TIFF. Once I switched to Save a Copy, the JPEG format was available. Now it rings a bell. If I remember it correctly, I had to flatten the layers back in Elements 4.

Just wondering if 22.4.1 has fixed the issues with 22.4.0. I’m still on 22.3.1 and have been holding off updating especially as I’ve had other PC issues that hopefully are now fixed.

Tony, I updated to 22.4.1 (on two computers).
I still have the problem with the Panel Icons; they are blank. The Lighting Effects filter works only if I use the Adobe workaround (Preferences>Technology Previews>check the item Deactivate Native Canvas>restart Photoshop) The 3D filter is still not working properly.

The screen clip on the left is from my desktop PC still running Photoshop Release 22.3.1 The clip on the right is from my laptop running 22.4.1. The space for the Plugin icon is there in 22.4.1 but the icon itself is not being displayed. Weird indeed. Will stick with 22.3.1 on my desktop until Adobe addresses the problems with their newest updates.

Thanks for the update - I'll stick with 22.3.1 as although it has some idiosyncrasies I've got used to them. Does make me wonder if Photoshop has grown into such a beast that it's becoming hard to add something new without breaking something else. While I like playing with new things I have a hard time when old things I'm used to break. I still use Save for Web even though it might disappear any time as it's been listed as Legacy for quite a while now - but it is simple and easy to use! Keeping us oldies happy while embracing new technology has to be an interesting Adobe challenge.
