Does anyone else experience this annoyance, or is it only me ?
Whatever folder that Elements last saved to will be locked from renaming, moving, or deleting, even if there are no images remaining in that folder.
It is not every day that I want to edit the last folder Elements has saved to; so, when I do try and keep getting the error message, it takes me a bit to remember that Elements is the culprit.
When this happens, there are only two ways to regain control of the affected folder, restart the machine, or, create a blank file in Elements and save it to a different folder, which removes the lock from the first folder and places it on this most recently saved to folder.
Curiously, Elements could not care less what I may do to the just saved file, but it will for sure put a lock on the folder.

Hi BuckSkin , I experienced the behavior you describe with versions 11, 14 & 15, but not 18 or 21 (those are the only ones I have installed), so something changed in version 16, 17 or 18 (I don't know which).
While I whole-hardheartedly agree that it is annoying and makes no sense, I guess I can't help but think that is a tiny bit of all you are missing out on by staying with version 7. I know I get annoyed with every version upgrade (and that is why I don't do it every year), but still, you have avoided all that hassle all these years; just bite the proverbial bullet once and upgrade to 2021 and enjoy the many, many fixes and refinements.

Drives me crazy .. and it's a short trip.
Tried to rename a folder the other day. Nope. I am not even sure now if that particular folder contained PSE edited files or other.
I always blame Windows. Like the !$!%$!! "This device is currently in use" when no programs are even open.

I shouldn't laugh Clive, but at least it's also a short trip back! I do know that feeling though, it doesn't take much to get me there.
I should have been more clear about what I did, namely: open an image and save it to a folder, then close the image (but not PSE). I then brought up File Explorer, navigated to the folder and renamed it. I was successful when using PSE 18 and 21, which I see you are using, so I am at a lose as to why the difference.

open an image and save it to a folder, then close the image (but not PSE) Those last three words there got me to thinking = I don't think I have ever tried simply closing Elements to regain control -- I believe it would work. Completely restarting the machine is likened to flushing a toilet, purging away all the problems and starting with a clean slate; however, when one has a dozen things going on, a restart is quite the annoyance. If I don't have any open files in Elements, it would actually be quicker to close and then restart Elements rather than go through the make-a-new-file bit. |

HA! I am back from that short trip open an image and save it to a folder, then close the image (but not PSE). File Explorer has blocked me from changing file names (and not being able to reject a drive) with no software open. This is off topic a bit >>> I recall a couple of weeks ago having a backup drive connected and I shut down for the night but forgot to disconnect the drive when the computer was shut off. Started the next morning and then remembered to "safely eject media" and it still said it was in use. Sometimes I leave it and sometime just remove the drive anyway. |

File Explorer has blocked me from changing file names (and not being able to reject a drive) with no software open. I have that as well; I have a couple external drives that never let me "safely eject" |

BuckSkin, I experienced this when I had Windows 7. In defense of Elements, . . . the culprit is Windows/File Explorer. This occurs very often in Windows 7 but it is a rare occurrence in Windows 10. This problem seems to be related to the way Windows 7 does thumbnail caching. When I had Windows 7, I was able to fix it. I can't remember what I did. It was either disabling thumbnail preview or turning off thumbnail caching. Action can't be completed - open in another programYou may also want to check this Microsoft document (KB 2025703).
