Sounds good and a welcome addition to ACR and LR Classic. If I understand it correctly it's adding what are essentially layer masks to the current masking tools - so you will be able to make masks for things like sky and subject and make adjustments - currently I have to go into PS to do that although I guess if I want to replace the sky that will still need PS. Looking forward to trying it out.

Will this come to PSE? Yes cause it’s ACR and not the base program? I have no inside information about this, but this would be a revolution in the way Adobe puts a difference on PSE and PS versions of ACR.
This looks like an addition to an already missing feature in PSE, the ability to have local adjustments. As I see it, the purpose for ACR in Elements is to offer a good converter, not the ability to edit directly and parametrically the raw files, like in Lightroom. Just note that most of the missing features in PSE ACR are normally available in the pixel editor: saving, format conversion, all local editing tools. Also remember that the Elements+ add-on from Andrei Doubrovski restores some more useful missing features (lens correction...)

I saw those proposed changes as well and I'm pretty excited. Apparently it means a pretty significant change to Lightroom. Because the tools use the AI capabilities that have existed in Photoshop, moving those to LR required a complete rethinking of how local adjustments were made.
