When you first install Elements, the shortcut created during the installation process will launch this program via the Welcome Screen (called Home Screen starting with PSE 2019). Some users love it; others hate it. Fortunately, if you are in the latter group, you can bypass this screen. All you need to do is create a shortcut to the Editor to launch it directly.
Windows:
Locate the Editor .exe file, right-click on it, and select Send to>Desktop (create shortcut).
PSE 12 and earlier: C:\Program Files (x86)\Adobe\Photoshop Elements x.x\PhotoshopElementsEditor.exe
PSE 13 and above: C:\Program Files\Adobe\Photoshop Elements x.x\PhotoshopElementsEditor.exe
Mac:
Locate the Editor .app file, right-click on it, and select Choose Options>Keep In Dock.
Applications>Adobe Photoshop Elements x.x>Support Files> . . .
Before you do the above, keep the following in mind, especially if you are a new user of Elements.

In PSE 13 through PSE 2018 there is a feature called -- eLive (Elements Live) -- available in both the Organizer and the Editor. It is devoted to basic as well as advanced tutorials written specifically for Elements and it also gives you access to inspirational articles to get your creative juices flowing. Starting with PSE 2019, there is a similar feature but it is located on the now-called Home Screen.
If you have bypassed the Home Screen, you can still access it from within the Editor (or the Organizer) by going to Help>Home Screen or by clicking on its icon underneath the workspace area.
