I found this 20 minute video by Brian Matiash very informative and easy to follow. It's well worth watching.

The tone curve can also be used in PS Elements if you have a curves plugin like Elements + or Elements XXL etc.

A little clarification as to the use of Curves/Elements+ may be in order, . . .

The Feb update to PSE 2021 (2021.1 update) broke the Adobe Curves dialog. This problem was not fixed in PSE 2022. If you have Elements+ installed in either one of these versions, you will need the workaround suggested by Andrei Doubrovski.

NOTE: I have Elements+ installed in both PSE 2021 and PSE 2022. I tested his workaround. It works!
