It is a rather restricted version of Photoshop's Curves with a simplified dialog box, a few preset settings, and not as many adjustment points. Elements+, an add-on by Andrei Doubrovski, does offer Curves as an adjustment layer.

Thanks, Sepiana. I like the way he used the star image to create the rain. I thought it was quite effective....and never would have thought of it.

Same thing caught my attention - Creating rain from stars using motion blur. Very good idea.
