Back in PSE 2020, Adobe introduced a new feature -- the Pattern Brush (Guided Edit > Fun Edits).

Did you know you can also use the Pattern Brush to create patterns? Here it is how . . .
1. In Expert Edit -- Create a new blank file, transparent background.
2. In Guided Edit -- Select a pattern and apply it to your file using the "Fill" option.
3. Take your file back to Expert Edit and add a background of your choice.
Adobe updated the Pattern Brush in PSE 2023. It added new and refreshed content (patterns).
The Pattern Brush Guided Edit lets you jazz up any photo with fun patterns like hearts or stars. The main subject of your photo is masked so you can avoid applying your pattern to it.
