The lights were created by inverting a Topaz Cartoon filter that draws white outlines. There are several other Topaz filters with various blend modes. Foreground and Sky were processed separately.

First, Thanks for the comments. The original was done in Photoshop CC, creating 3D objects. Now for the good news you can get a similar effect with Elements. Create a perfect circle selection on the original image, next Command/Control+J to put it on it's own layer. Apply a Distort>Sphere filter. Lastly give it a Bevel, Drop Shadow and Shine. A Hue&Saturation layer changed the color of the background

Mike, what a great starter image!
- Created a B/W sketch effect. - Brought a bit of color black. - Applied a texture by Lenabem-Anna. - Created the triptych effect with BlendKit.

That is a groovy triptych effect Sepiana! What is BlendKit? I did a google search, but didn't get any hits related to imaging.
