The first thing you need to do is set up your folder options to show hidden files. Here are the instructions for Windows 10. Hidden Files, Folders, and Drives - Show in Windows 10
Then, you need to go to Start>Computer> and click on the C: drive to open it. Scroll down to the Users folder and navigate the path below until you get to the OSL folder. Delete this file.
C:\Users\[your name]\AppData\Roaming\Adobe\Elements Organizer\13.0\Organizer\OLS
Next, navigate the path below and delete the cache folder.
C:\Users\[your name]\AppData\Roaming\Adobe\Online Services\Photoshop Elements 13.0.0\cache
Now, follow the remaining instructions to refresh the Adobe Partner Services.

Every thing you and others told me to try I have! Reset ,reinstall,I looked on the forums ect.

I never had any trouble with any of the other versions. I Just got a new computer and was looking to upgrade from 8 but now I'm not sure.

I agree with Sepiana, as you have tried everything that has been suggested I would post on the Adobe forums and one of the staff will hopefully respond with a solution.

The link takes you to a thread about Windows 10 and PSE issues, I cannot see anything regarding your particular problem. Perhaps I am missing something?

Thanks! I found your post. It looks like the problem is still not solved. You may want to wait for Akshaya Saxena's follow-up. This Adobe employee seems to be on the right track.
