I used PSE11, but this can be accomplished with any version. This is a basic, beginner's project.
Usually, when you hear the expression Word Art, they are talking about combining fonts and font sizes with an eye to creating a flow of words with a twist of elegance.
When I think of Word Art, I think of cutting text from background paper or matting a title - and adding styles and layers to create a unique title.
Word Art can be as simple or complex as you wish.
So who wants to try their hand at my version of "Word Art"?
Basic Matted Text
Any font will do, but, of course, some will look better than others
Get a selection of the text layer - ctr/cmd click on the Thumbnail T on the text layer in the layers palette
Select> Modify> Expand - makes that selection larger. The number of pixels you will need will depend upon the resolution of your project.
I used 30 on my 300 res project.
Open a new layer beneath the text layer and fill your layer with color - with a selection active, the color will take on the shape of the selection.
I use the paint bucket to fill my layer since I can never remember the keyboard strokes to accomplish this.
Grab a solid brush and fill in any gaps on your mat.
Cmd/ctr d to cancel selection
The result is my first example.

You can now play with styles. layer> layer style> style settings
I have used bevel/glow/shadow on my text and bevel/shadow on my mat.
The result is my second example.

To put brush strokes on my text, I selected the text, opened a new layer above the text, and brushed.
The result is the third example.
I also shifted the text and brush layer down because the text layer looked too high to me.

Keep each step on it's own layer, so you can make changes or delete any layer that doesn't work for you.
Realize you can do all these steps with the text without simplifying it.
I try to never simplify my text so I always have the option of editing the text or changing the font.
Redoing the text layer isn't that big a deal when you have two words, but retyping journaling can be difficult.
