I am looking for an action or some other means for making an image look like it is on two facing pages of a book lying open. Any leads would be appreciated!

Take a photo of an appropriately sized open book, and save the file. Open the book file in PSE, and copy/paste the images. Use the transform tool (CTRL+T)to position/skew the images to suit. Here are some ideas: pixabay.com/en/photos/open%20book/

This is an example of using the free PanosFX Open Book action. This is the only style of book in the free version. Image used with the action.

Tom,
I am afraid that just copying/pasting your image(s) on an image of a book won't create a realistic effect. You need to play around with the layer blending mode. And sometimes a little dodging/burning may be required.
I highly recommend the Panos action Moto mentioned.
Edit:
You can also use psd templates of an open book. I am not at my computer now. I can't give you the direct link. Just google "open blank book template psd".
Or try the websites I posted in Goodies (Templates).

Of course. That's what it is all about when using PSE to its full potential.

The Correct Camera Distortion filter is designed to adjust perspective and fix geometric distortions. As you found out, it works with some images. However, if you are aiming at the effect shown in Panos action -- the image following the contours (curves) of the book pages, the highlight on the page, etc., this filter won't do it. That's when the layer blending mode comes into play (Multiply/Overlay). In some instances you may even use a Displacement Map. Anyway, this has been my experience.

I love Panos' action. The result is so realistic.

PanosFX. I think this is what you want. They have a paid and a free version. www.panosfx.com/commercial-free-photoshop-actions/books-brochures-boxesI really liked the open book effect and was looking into purchasing panosfx for other effects. I have PSE 13 and also PScc/LR subscription. Panos offers a purchase for either/or. Wondering which I should purchase and if it is interchangeable. I don't want to purchase it for PScc and then if I drop the subscription it will no longer work in PSE. I am really more comfortable working in PSE but only subscribed to cc for the advanced raw editing in LR. Thanks for any advice before my purchase.

Dave,
It all depends on the action. Elements can run an action written for Photoshop as long as it contains commands that Elements "understands". If Elements encounters a command that it cannot "obey", it will warn you. You can continue running the action but the final results may not be what you want.
The advantage of the Panos actions written for Photoshop is that they offer more possibilities than their Elements counterpart. However, if you think you may drop Photoshop CC sometime in the future, then, you will be better off getting the actions written for Elements, especially if they are for purchase. If they are free, you could just get both.
