Doesn't look like there's all that much new except for the "open eyes" feature and a couple of Quick Edit features (I don't use the Organizer so I don't care about that stuff).

I was hoping for 16 bit editing so as to be more compatible with LR but I can't see anything about it. I like to use PSE for Healing Brush & Clone Stamp Tool as they are far superior to LR's versions.

Yes, very disappointing! I’d rather have some new "serious" instead of "fun" features. Ex.: the ability to convert for Smart Filters.
On the bright side, . . .
- I am still checking but it doesn’t look like Adobe dropped any important feature. - The "Open Recently Edited File" bug seems to have been squashed. - Elements 2018 gets shipped with the ACR 9.12 update.

It all depends on what kind of editing you want to do. Elements has always offered support for 16-bit files (albeit limited support). However, it bears to keep in mind that . . .
If you work in the ACR module, all your calculations are done in 16-bits. The menu choice for 8 or 16 bits is only to choose the format when sending the edited image to the editor. If you start from a raw file you start with 12 or 14 bits precision Source: Working with 16-bit Files -- Some Thoughts

There doesn't appear to be a compelling reason for me to upgrade from 15 > 18. I think I'll pass on this for now. If a newer ACR version is available I might reconsider.

My Elements usage is usually for layers and some tools. Unfortunately layers and most tools require changing to 8 bits creating more steps whilst editing.

Yes, not much in terms of new features/tools. However, to give Adobe credit, they have slowly been adding artificial intelligence technology to Elements. In Elements 2018, this technology is the basis for some of the new features (Auto Curation, Auto Selection, and Open Closed Eyes).
As to the ACR update, . . . Elements 2018 gets shipped with ACR 9.12. The latest ACR update is 9.12.1. (released last month). We should be getting the 9.12.1 update for Elements in the next few days.

Do you know if PSE 15 will get the latest version?? Adobe does not update the Raw Converter for previous versions of Elements. Once a new version of Elements is released, the ACR updates will be for this version.

Thanks for the info ! Based on what I see, I see no reason to upgrade. Will most likely install the demo on a Virtual Machine, just to play with, but at first glance seriously underwhelmed. IMO, last good version of Elemen6ts was 13
