Thank you, Sepiana. I masked the eye in on one side, did some cloning to restore the skin tone and the shadow under the eye and merged the layers. Cut out as a square, flipped horizontal, and masked that into the other side again with some cloning. Finished off with low opacity Toning with Topaz Simplify to even out remaining slight flaws in skin tone.

I have not used the Face-Aware Liquify tool in Photoshop CC too much but the few times I used it I was quite impressed.

Rita, thanks for the detailed information! It is interesting how you used Topaz Simplify to even out the skin tone. I am adding this suggestion to my bag of tricks.
As a side note, . . . Elements 2018 has a new feature designed to open closed eyes. It does a pretty good job.
