The fastest way isn't to scroll back to the top, it's just to click on the page indicator at the top, which is always there. Lol - ok, the word "top" is being used in two different ways here, and hence possibly the reason for the confusion. There is the "top" of the current page of posts (which may be off screen), and then there is the "top" of the visible display. Please observe that as you scroll down the page of posts, the pape navigation bar remains visible at all times at the top of the display. It looks like it is going to scroll off the display with the posts, but when it gets to the top of the display it "sticks" there. I believe this is the issue, the "top" issue.
There is a page indicator at the top of the thread page, just below the thread title.
What Jancy and the others want is to have the same page indicator also at the bottom of the thread page. In this way, one can change pages without having to go back to the page indicator at the top. In other words, they want two page indicators, something like in my screen shot.

However, if you are at the bottom of the page (especially in a thread with many posts), you will need to scroll back to the top or use the "elevator" arrow to get back to the page indicator. Jancy and the others believe that having another page indicator at the bottom would make it more convenient.
As a side note -- This doesn't bother me because I just use the "elevator" arrow to get back to the page indicator at the top.

Hm, I now wonder if it is not working for you correctly Sepiana; perhaps another browser/configuration issue? With this system, the page navigation never disappears no matter where you are on the page of posts;, top, middle bottom you should always see it on your screen (or at least that is the way it is intended to work).

You really don't have to use the ^elevator to get back to the top because the <<Prev 1 2>> always stays visible without actually scrolling to the top. Its just when you are reading the last post on page 1, I and others just assume if there is another page to the thread we are use to looking at the bottom right to see <<Prev 1,2 >> as opposed to looking up at the top left. It's really just a matter of preference, old habits. I'm just use to seeing next pages on bottom right. I'm sure in time this too shall pass and become habit

No, as Tom has pointed out, even if you are at the bottom of the page the page number indicator is still visible. It doesn't matter where you are on the page, it is always visible.

Craig, this is not happening in my case. The page indicator is always visible but only when I am at the top of the page (by the thread title). If I move down the thread posts, I don't see the page indicator anymore. Maybe it is a browser/configuration issue. I wonder if this is what is happening to Jancy and the others. As Tom said:

Sepiana In my case, I do see mine as always visible (top left corner) no matter where I am on the page, no need for me to actually scroll way up to top. I am using Safari on a Mac Excuse the typo in my example

Thanks so much!
I am using Explorer 11. I see the page indicator only when I am at the top of the page (by the thread title). After that, as I move down through the posts, it just disappears. That's why I need to use the "elevator" key to get back to the page indicator. I hope another IE11 user will come along and confirm this.

You know, I'd never noticed that it was always visible no matter where on the page I'd scrolled to ... I'd always scrolled back upwards again to see whether there was a page 2. I can see it now (PC Win 8.1 on Firefox). I'm sure it hasn't always been there but it definitely is now.
Edit to say that I can still see it on IE 11

That would drive me even more crazy having to scroll all the way up as you do - In that instance I would probably always forget to look up at the top to see if there was another page! If this is an Explorer thing then all the more I think having a next page <<1, 2>> at the bottom would be extremely helpful. I would imagine some folks start replying to a post and not even realize that there are more pages to read before replying.

Thanks for all the input! I am going to check some settings in IE11. It may be a Compatibility View mode issue.
