Topaz Studio 2 is a separate program, It does not upgrade the existing topaz studio. Once you install it, Topaz Studio is still functioning and available. Be aware that the new version is missing the "Tools' (cropping, etc) an update is due out shortly.
As Sepiana said, Check the website for your pricing - I was able to get a free version. It installed with no problems and worked.

I also received Topaz Studio 2 for free and installed it without any problems. Yes, the tools are missing. Also, the presets are missing from various adjustments. For example, the presets/catagories are missing for Impression. Presets are also missing from Color Theme. Presets are missing from AI Remix if you use the "Add Filter" button, but if you click on the "Filter" drop down menu and add AI Remix then the presets are not missing. Topaz Studio 2 is more like a beta version and shouldn't have been released without an explanation of its current limitations.

I also got Topaz Studio 2 for free and installed it on two computers (Windows 10 Pro). There was a problem with the plug-in installation though -- it installed as a plug-in in Photoshop CC and earlier versions of Elements but missed PSE 2019. I had to do a copy/paste job.
Yes, the Tools tab is missing. I also noticed that a couple of the Adjustments Pro I had purchased were not available. Fortunately, when I did a syncing, they showed up
I have AI Remix. Yes, presets are missing when I use the "Add Filter button".

So far I have resisted Topaz Studio. I have seen some beautiful images created using it so will be interested in watching this webinar with Hazel Meredith, Tuesday July 30th from 5-6pm EDT . At the end of the webinar there will be a special discount code and Meredith will be offering some free presets to those attending. Thought others might be interested as well.

I watched the Topaz 2 webinar on July 30. Looks like it may be improvement over the original Topaz. I'm looking forward to playing with it after the upcoming update since critical parts still are not available.

I got another update earlier this evening. This is what it says after this latest update. Topaz Studio 2.0.4 Updates not available. You are running the latest version of this software.

Agreed, Sepiana. It's unusual for Topaz to operate with such a flurry of updates so soon after an initial product release. It would seem some intended features of Studio 2 simply weren't completed on time. Hopefully they're now done with updates that should have been included at the outset.
