Same words or different words?
If the exact same words, you can add identical text to a bunch of photos using the "Process Multiple Files" process. You can use diff fonts and colors BUT all photos get the same words and they are not editable. Probably not what you are looking for.
EDIT:
Method 2) Invoking the visible grid (View >> Grid) would help a lot to place new text in the same position on each photo
Method 3) This is a bit more complex and not sure if I can explain. All of your photos are identical in size, right? Create a new blank image the same size with white background. Then type in the text exactly where you will want it to be in all images. So you have a white background and a text layer. Now open one of you photos. Select the entire image <ctrl><a> ... copy that by <ctrl><c>. Now go back to the white image file with the text. Now paste Image #1 into the text image file. <ctrl><v>. Now you have text layer and pasted image layer. If the test layer is hidden then "sent it backwards." Flatten the image and rename. THEN .... undo two times <ctrl><z> The first undo will create layers again (unflatten). The seocnd undo will remove Image #1 layer. You should now have a white background with your text. Repeats with Image 21 and Image 3 etc. Got that?

If I understand the op and title correctly, he is asking about copying text layers from one doc to another.
What you are describing is not using text layers.

Actually Clive is correct! I do want to copy a text LAYER as I mentioned in my title, not from a document.
And YES it will be the same exact words! I did find Process Multiple Files... what steps do I need to follow?

he is asking about copying text layers from one doc to another. Yes, correct. But it would work if all images got the same wording. But the text is not a layer and not editable. See my methods 2 and 3. Both will work. Method 3 is cumbersome but doable. Clive |

Ctrl-click on the Text layer thumbnail (not on the layer name). This will load your text as a selection. 2. Right-click on the Text layer and select "Duplicate layer". 3. In the Duplicate Layer dialog, in the Document box, select the file you want to paste the text onto.  |

If you have used PMFs before you will know about source and destination files. Read the other options closely and play with them. Decide if you want to rename files (you should) and for sure to uncheck "Resize images" because you won't want to. See the red circled part. You will have to do some tests on test images to see how it works. It is not very flexible i.e. location. You can't add shadows to text. And once complete, the text in the new images is not editable. You can click & hold on your text along with the shift key and drag it to your other image. Once your other image is visible and the cursor is on the image just drop it. If your images are the same size the text layer will be in the same location and fully editable. Dragging a text layer should be the same as dragging any other layer between images.
It worked this way on my MAC.
