For what it is worth, I have had Adobe Bridge for ages and got it for FREE without having to fool with any sort of cloud.
What I have may or may not be the same Adobe Bridge you guys are speaking of; all I know is it definitely says it is Adobe Bridge.
I opened it and had a look a couple times to see what it was and haven't had time to really investigate it further ..... too many things in too many programs to learn and retain.

For starters, apps in the Adobe Creative Cloud are no longer available with a perpetual license. They are now available via subscription. (I’m a CC subscriber with the Photography plan; I get Photoshop, Lightroom, and Bridge. All three with the latest updates.)Source: WikipediaNow coming to Bridge . . . I want to give my personal advice about the novelty of allowing poor PSE users to take some advantage of the Cloud space offered to subscribers of other Adobe apps.
1 - the automatic backup of the catalog folder will save many users from disasters because it's automatic and well implemented. 2 - The 'save to the cloud' option may not seen as a big advantage offered by Adobe (it's 2 GB max if I am not wrong). However it makes sharing on other devices or with other users much easier than using accessory services like Dropbox. Particularly, the 'mail' connection is much easier and safer than trying to use Gmail for instance. Michel, I completely agree with you. Users of PSE 2021 should be advised (encouraged) to use this Cloud feature. IMHO, it raises PSE to another level in terms of performance and functionality. Also, keep in mind that this feature is optional. If one doesn’t want to Save to the Cloud, then, save on the computer. If one doesn’t want to use Automatic Backup, do it manually.
