How do I go about selecting an area to block what is there with a color? I read through most of this and a lot of good information is provided and several options to accomplish the task. If I have reason to conceal/block portions of a document, I can do this quickly by using the "ABC" editing feature in FastStone = much quicker/easier than doing the same in Elements. In FastStone, you don't have to load and open the image, just navigate to it and click the ABC button. Choose the Filled Rectangle > set the outline/border and fill colors to your liking - if you do not want a different color outline, just set the outline color to match the fill color > click and drag the outline of the rectangle and the job is done. If the rectangle needs resizing or moving, simply click inside the rectangle and movable borders will appear or the whole rectangle can be moved in any direction. You can draw as many rectangles as desired. When everything looks to suit, click to save the work.

I do have and own ACDSee which I guess would probably do the same thing, but my only reason for using ACDSee is simply to VIEW my pictures. I love it for that. I do know ACDSee will do much more, I have just never been interested in learning how to do everything else it will do.
