To anyone following this thread . . .
whippet followed my advice and posted on the Adobe forum. Here is the link to her thread over there. Hopefully this will help the troubleshooting!

I'm now officially at the "I got nuthin" part of this conversation. Sorry I don't get it. Whippet's screen grab didn't say whether it was Windows 32-bit or 64-bit. Windows 7 "Ultimate" seems to come in both flavors.

Hard to think why a dll file would be missing on a new install.

Craig, I feel the same way. But, you know me, I am a firm believer in no-stone-left-unturned troubleshooting. I have been checking/eliminating all possible variables. They have been reduced to two -- a missing (or corrupted) .dll file or the graphics card. Peru Bob on the Adobe forum seems to be leaning towards the graphics card as the possible culprit.

whippet, I am coming back here and strongly suggesting you take this issue to the Adobe forums (links in my previous post). It may save you more hours of frustration and endless troubleshooting. A rather similar problem was reported on the Adobe Photoshop Elements forum. It had a happy ending; the OP acknowledged Adobe helped and fixed the problem.
Photoshop Elements 15 error 0xc000007b whippet - I haven't seen that you tried following this link that sepiana posted. I think several of the recommendations in that thread are worth trying if you haven't.

I hate DLL's. Windows is known for what we call "DLL Hell" Missing DLLs, Corrupt DLLs, anything with the letter DLL in them. This is one area where MacOS is light years better than Windows (and no, I do not use a Mac, I just support them. They certainly have their own issues). Windows has hundreds of shared DLLs, and when you install a new app, the installer has a tendency to want to replace a perfectly good DLL with the same name, but a different version. Now, usually I would expect this to be an issue if Elements had been chugging along fine, and a DLL had been replaced by the install of another app, not the scenario were seeing here. Utilities such as CCleaner will sometimes help resolve DLL issues, if that's the issue here. But, try the forums first, that's still your best option for a solution

I have used ccleaner for years, so tried that. Nothing, I am afraid. I have tried all of the links which have been posted here, to no avail, I am afraid. I have just been on to Adobe, left a message, and a screen shot. HERE

Whippet.......just looked at the thread you linked to. This isnt directly related to the issue of why 15 wont launch, but the two icons on your desktop that changed to the psd icon, what type of files are those. For example, Word, Excel, none of the above ? Peru Bob mentioned running a virus scan (always a good idea), however I wonder if the default program to open that type of file got changed. That would account for the icon changing. For example, if that is a Word file, and the default app got changed to Elements, then you would have an issue. If you have that type of file saved any place else, look to see if the icon changed there as well. Not sure that's what you are seeing, but it is a possibility Its a little hard to describe how to change, and you only want to attempt if you are POSITIVE of what you opened those files with previously. Here is a link to instructions if you want to try : www.thewindowsclub.com/change-file-associations-windowsIf you are uncertain, then dont do this

Hi whippet, In your post on the Adobe forum I noticed you said - I'm pretty sure upgrade versions are meant to upgrade an older version of an application to the current version. As far as I am aware an upgrade version will not do a full install. Am I misunderstanding something here? If possible, can you post a photo of the disc cover box cover.

As requested bailey. I must be responsible for all of you suffering bad headaches by now. So, I have decided for the sake of all our welfare, to get my computer man in to see if he can sort things out. It should be easier for to him to deal with, than it is for you all to try when you can't see for yourselves, and have to rely on me to do things. He is coming over on Saturday. I am very grateful for all of your input. And I suppose it has given you something different to occupy your time. Thank you so very much.
