Thank you for the advise. I still have not solved my problem, so I will try this solution.
Do the items in bold above suggest a root cause of the problem to you??

I decided to try converting my PE5 Catalog to PE13 as suggested by Sepiana (using Converting Catalogs from Photoshop Elements 5 or earlier to Photoshop Elements 14 or Later). The result was not what I expected.
1) No Version Sets or Stacks were converted. Only the latest PSD versions appear, no original jpegs that were part of the original version set.
2) When I edit one of these PSD versions using PSE13 and try to save it as a version set, it just copies the latest edit over the top of the original, and no version set is created. The original is no longer in the Organizer, only the latest edit.
3) I imported a new jpeg into the Organizer, edited it, and tried to save it as a version set. Got the same result as 2 above.
Does this mean that my original PSE5 Catalog is corrupted as was a possibility from the problems I listed earlier in this post??
Is there a way to reinstall my PSE5 program without it incorporating any existing catalog and just start from scratch??

Do the items in bold above suggest a root cause of the problem to you?? This is just a stab in the dark; a possibility is a DirectX or Net.Framework version, most likely in an automatic update, is not compatible with Elements 5; a corrupted or incompatible version of either DirectX or Net.Framework can cause programs to not launch properly or not at all. Honestly, the simplest cure is to reinstall Windows 7 SP1, turn OFF automatic updates in the first screen that allows you to do so, else you may end up right back where you are now. Once the fresh install of Windows is up and running, then load Elements 5 from your disc and you should be good as new. As I said before, you could create a new partition > new-install Windows 7 on the new partition - thus leaving your present Windows 7 and programs untouched > load Elements 5 in the new Windows 7 = if everything works fine in the new partition, then that answers the mystery once and for all. When you have Windows 7 installed twice on separate partitions, the computer will ask you which one you want to use during the start process; if you just let it choose for you, the most recently created is the default. Another highly likely possibility is that your hard-drive is failing and the bad sectors are corrupting Elements after the initial install; actually, I suspect this may very well be the case. A failing hard-drive is not the end of the world and is the simplest thing in a computer to replace. Do you use any other resource-intensive programs and do they work without problems ? My thinking is that a later version of Elements is not going to solve whatever is going on.

You are correct - the later version did not solve my problems (see my previous post). I guess my catalog is corrupt in some way. All other programs seem to be working fine, although they are probably not resource intensive.
Is there a way I can reinstall my PSE5 program without it incorporating any existing catalog and just start from scratch with a new catalog??

This always makes me crazy. Reinstalling an operating system is NEVER NEVER NEVER simple.

If you will carefully follow the uninstall instructions in the article I linked to in a previous post, it should provide a clean slate for a new installation.

I am really confused. I have been assuming that my PSE5 Catalog is corrupted because it wouldn't work properly with the newly-downloaded PSE13 (won't save as version sets, etc. as described above). Then I got the bright idea to go to Manage Catalogs and create a New catalog. I figured that if I imported a jpeg into a new catalog, edited it, and saved it as a version set that it would work fine since I've been assuming my old catalog is the problem. But I got the same result - no version set, just the edited-1 version replacing or copied over the top of the jpeg!!
There are plenty of people running versions like PSE13 successfully. What is going on that I can't??

I am going out on a limb here. What do you see if you click the Expand button (the tiny black arrow) beside the version set thumbnail? Or if you go to Edit>Version Set>Expand Items In Version Set?
Here is some information from the Help file -- Grouping photos in version sets

This always makes me crazy. Reinstalling an operating system is NEVER NEVER NEVER simple. Could not agree more strongly - regarding reinstalling OS Even if the OS re-install goes smoothly, you have the time consuming tasks of reinstalling all your OS updates, printer drivers, software applications, browser settings, email setup etc etc.

The tiny black arrow is present but does nothing when I click on it. If I right-click on the photo, Version Set is grayed out.
The photo that appears in the Organizer is the edited-1 version, but the original jpeg is no longer in the Organizer.
While I'm using the trial version of PSE13, will Adobe allow me to download it again?? I thought I'd try to use it as downloaded without attaching it to my old catalog.

Wow! That was such a simple fix. Apparently a lot of other people on Adobe were fooled by this issue. I was ready to possibly try more drastic fixes that probably would have messed up everything. Thank you so much for finding this link for me!! I am so grateful!! You are my hero - again.

So I guess my catalog conversion from PSE5 to PSE13 was successful after all. After my monthly trial of PSE13 is complete, it won't remove my newly-converted catalog??
My vacation is in late September, so I was going to wait and buy the latest version of PSE when I get home. Someone had mentioned a new version coming out in October. Should I buy PSE2018 or hold out for the new version??
Or keep downloading trial versions of PSE14 and PSE15??
