At present I run Photoshop Elements 2019 on an old (2012) HP Pavilion with 2.70 gigahertz Intel Pentium G630 and 8GB (DIMM 1 4BG and DIMM3 4GB) of memory.
I am purchasing a new laptop; Dell Inspiron 15 3000.
The Dell has i3-1005G1 also with 8GB (DDR4)memory.
Has anyone any advice or tips?

(New machines always seem faster.) My only comment is: what is the file size of the new photos you are taking and do you shoot RAW? If you are taking large images (say, 24 MB and more each), processing might be a titch slow with the i3 and 8GB RAM vs an i7. Here....There are more computer-savvy people here than me. Good luck. Yes will be using RAW from my Sony Rx10M3 and RX100M3.
Laptop now bought but if to have serious consequence will consider upgrade to HP, reluctantly as trying to reduce computers and the room they are taking.

Here are the system requirements for this version. Source: Photoshop Elements 2019 System Requirements

Thank you. So the laptop is above the minimum recommended specification.

You are most welcome! Yes, your new laptop should be able to handle PSE 2019.

If you were able to work ok with the old computer, then you should be ok with the new one. That old system didn't have great specifications, so with 8 years of technology improvements, you should be satisfied. I'm impressed you were able to keep that old Pentium machine running for as long as you did. That said, I'm not a big fan of i3 processor class. My recommendation would have been to go with an i5, but again, given the difference between your old computer and your new computer, you should be fine.

My reason for buying this Dell laptop had nothing to do with its non photoshop use. My sister-in-law has this Dell model and my wife wants the same, they are happier using the same equipment e.g. they have the same mobile phone and tablet so can sort out problems between them, keeping me out of the loop, to replace a even older laptop that we both now struggle with.
It is only after having put the order in for the new Dell that I looked at using it to replace my HP. Guessing that it may lead to a reduction inboxes and screens and wires puts me in a better light:-); less your toys are taking over. She does not mind sharing the laptop as we always did with the previous one, although I will use this one more than I did the previous one!

Following on from this post I did purchase Dell 3505. Been using it for many tasks but only recently got back to serious Elements work.
Its adequacy is showing. Firstly my previous setup used a 17" screen for Organizer; I am not really happy with the 15" 3505. Secondly the CPU feels slow. 4GB RAM is very inadequate.
So looks like an upgrade is on the cards. As it happens, because of current home circumstances, sharing one machine is problematical. Money is available for me to have a second laptop so, maybe over the top, but thinking of Dell G7 17; covers all the above matters. Upgrade to Elements 2021 from 2019 is also possible.
Any advice please?

Why a laptop; why not a tower or desktop ?
A desktop/tower is so much more versatile.
I only ever use the laptops as portable photo albums.

Thank you for your replies
Sepiana: it seems your link sends me to monthly plans not Elements. I have read 2021 requirements and I think the G7 17 seems to covers them.
Buckskin: I don't want towers any more; had them since my Siemens in the 1980s; twin floppy drives with 64K memory. Large HDDs, multiple USBs etc connected via docking station. This laptop will also be used outside study.

I run PSE on my desktop. I could not see using a laptop for 'work' for any period of time because of the small screen and the fact that, unless you have a set up that allows the laptop to be at eye-level, the neck strain would get to me.
As already mentioned, the speed and the hard drive, etc., will be superior than what you have, so in that respect, it's not a negative to run it on laptop
