Is there ever any advantage to NOT using a text box ? You get more control over placement of text in certain circumstances if you don't use a text box.

I did the "Reset Tool" under Administration, then closed Elements 15, reopened Elements 15, but I still see no difference between using the Commit Button or the Return Key (Enter Key on my keyboard)

The help has been wonderful! I tried to duplicate this problem with Elements 15 and discovered that it's a feature not a bug. I discovered that pressing the Enter key on the number keypad does a commit.
Unlike the normal Enter key above the right Shift key which just enters a new line - no commit. Try it out Inspeqtor and see if that was the problem - pressing the number keypad Enter instead of the normal Enter key.

Yes I had done that suggestion previously with no change. I just now did it again (also under Administration) but this time I did get a change that I do not like, it started typing vertically down. How do I change that back?

Inspeqtor as regards your vertical text problem – when you activate the text tool look at the options that appear at the bottom. The first icon along is the horizontal text option and the second icon which I've highlighted below is the vertical text option. Hope this helps.

I am going to summarize what you have tried so far with no success.
- Reset the Type tool. - Run Elements as administrator. - Delete/Reset the Preferences file. - Use the Return key on the main keyboard. - Use the Return key on the numerical keyboard.
Now you said:

I am no expert but it looks to me there is something else going on here. At this point the troubleshooting process is going in circles and going nowhere. When you reset the Type tool, you reset not only the Horizontal option but also ALL the other options. If it had worked, it should have included the Vertical option. This is not a piecemeal process. The same applies to deleting/resetting the Preferences file. If it didn't work for the Horizontal option, I would not expect it was going to work for the Vertical option (or any other option of the Type tool).
I believe it is about time you take the next troubleshooting step - uninstall and reinstall Elements. You can even go a step further. Make a fresh download and enter your serial number when asked.

If the problem is still there, you really should contact Adobe Care. As Elements 15 is the current version, you will get their full attention and support. They can even access your computer remotely and locate the "culprit". Take the ball, i.e., Elements to Adobe field. After all, you paid for it.

Update:
I just uninstalled Elements 15, restarted my computer, downloaded a new file and reinstalled Elements 15... all of which took about 30 minutes.
I then tested the trick of with the type tool typing "test" then clicking on Commit (green check mark) which ended the layer. Then I typed "test1" then hit the enter key (return on my keyboard) in the numeric keypad, which also ended the layer.
Then I typed "test2" then hit the main enter key which then took the cursor to the next line below "test2" for me to be able to continue typing if I wanted to do so!
Thank you everyone for your help in this matter!!

I felt bad suggesting you should uninstall Elements. Glad it worked. What a relief!
Just look at the bright side! Now you have the easiest way to accomplish what you wanted -- align your text on the left edge and have all the text strings on one single layer. No need to create a Text Box or bring the Move tool into the mix. It can't get any easier!

I should add one more thing to what I said earlier above... I sure hope the next time I want to do some text and use that trick that I can remember what the trick is!
Do not be surprised if I have to come back and say....
